An exciting new role has come up in the Synergy Programme, a cross-departmental group formed in response to Government Business Service’s request for individual departments to group together in ‘clusters’ to drive efficiencies, increase buying power and improve the quality of shared service to our end users – our people.

The Synergy Programme is the largest of five departmental clusters, comprising the Ministry of Justice, Department for Work and Pensions, Department for the Environment, Food and Rural Affairs and the Home Office. The Department of Work and Pensions hosts the Synergy Programme. Your work will impact the Shared Services arrangements for the next 15 years, impacting over 50% of all Civil Servants – that’s 230,000 people across the four departments and arm’s length bodies.

Success of the Programme is crucial as Civil Servants rely on shared services to provide business critical tools in human resources, finance, payroll, and procurement. It affects everything we do, from joining a department as a new starter, the way we claim for expenses, how we buy goods and services such as our laptops and canteen provisions, to the way we receive our pensions when we retire.

Most importantly, we’re looking for applications from people who can also demonstrate a passion for our core ambition - delivering a once in a generation, transformed service that Civil Servants will use as a result of the Synergy Programme.


Job description

We have an exciting role to fill within the Programme in our User Community and Business Change Workstream. We are looking for a candidate with experience of stakeholder engagement and/or delivering in a change environment.

You will ensure that the wider team deliver their roles and responsibilities effectively and professionally working across government UK wide. You will be able to use your knowledge, skills and experience to positively engage others to lead successful delivery within the programme.

Key tasks include:

  • Leadership– Deliver stated objectives. Support the programme to deliver the business case benefits and outcomes.
  • Stakeholder engagement.
  • Develop and maintain communications with internal and external stakeholders, and Subject Matter Experts, building effective and collaborative relationships, building trust and confidence in the programme.
  • Maintain and implement a detailed stakeholder strategy and action plan.
  • Develop and maintain effective and constructive working relationships with stakeholders to enable them to constructively contribute ensuring stakeholder engagement informs programme development.
  • Ensure proactive and effective communication with stakeholders through a variety of channels.
  • Develop, manage and update stakeholder engagement tools and databases.
  • Provide specialist advice to Synergy colleagues on stakeholder engagement and management including the provision of training, support, engagement materials, tools and/or advice, acting as a specialist point of contact where required, and supporting colleagues and internal partners to develop their own stakeholder engagement activity.
  • Monitor the effectiveness of stakeholder engagement activity, identifying opportunities for improvement. and/or closer co-ordination with stakeholder engagement activity led by colleagues in other teams or departments, and providing assessment and performance reports as required.
  • Communicate with staff and stakeholders and regularly undertake activities to engage and build trust in the work of the programme.

Person specification

To be considered for this role, candidates will have:

  • Experience in at least one of the following areas (LEAD CRITERIA)

  • Knowledge and experience of working in and across large scale, complex, multi layered stakeholder landscape, transformation projects and programmes.
  • Excellent written and oral communications skills reflecting the need to explain complex issues to diverse stakeholders in a clear and engaging way.
  • Good analytical and problem-solving skills, relying on creativity, individual judgement, and expertise to deliver more effective business solutions.
  • Strong planning, horizon-scanning, and prioritisation skills.
  • Strong collaboration and stakeholder engagement skills, with the ability to plan and deliver across networks and virtual teams, including senior colleagues and stakeholders up to SCS level. This will include working alongside Departmental Product Owners, Synergy technical teams, delivery teams, user and business change teams and strategic partners.
  • MS Office 365, SharePoint and MS Teams Skills (intermediate level).
  • Candidates who hold a recognised programme/project delivery, business change or communication/engagement qualification, or who are willing to work towards one, are particularly welcomed as are candidates with experience of building, coordinating or managing engagement forums and networks.
